Can a car run without a catalytic converter?

Run yes. How well it will run depends on the individual car. Modern cars use several sensors and a electronic control module or ECM to monitor all aspects of the engine including the exhaust. If you remove the converter the ECM will usually be able to detect the difference in the exhaust. When it does it will turn on the check engine or service engine light and try to adjust the engine to correct the change it detects. These changes can effect the engine in multiple ways. In some cases the car may run better or it could loose power. It really depends on the individual car. Either way it is illegal in most if not all states to alter or remove any parts of the emission system on a car.

Yes a car can run with out a catalytic converter. In some states it is illegal not having one. Check with your state inspection laws. It also depends on the year. If you just took it off or it fell off because it was rotted out and you plan on replacing it at a later date then it will be fine. I don't know about all states but in some it is illegal to remove it permanently by a garage or by you so again check your laws.
